Senior Statutory Planner - City of Kingston

Permanent Full Time -  $77,672 (Band 6) per annum plus super

An opportunity exists to experience Kingston’s diversity first hand by joining a proactive and supportive team of planners in a fast paced environment. Kingston is seeking to recruit a motivated, confident and solution driven individual to form part of the statutory planning team.

The position will expose you to interesting and stimulating planning proposals, unrivalled in their breadth, due to Kingston’s vast array of land uses and geographical areas. The ‘villages’ that make up Kingston range from the nominated activity centres in Moorabbin, Cheltenham and Mentone, the residential hinterland extending either side of the Nepean Highway and around the northern and eastern periphery, a large stretch of coast line, numerous golf courses, large tracts of Industrial land located centrally to the municipality, the Moorabbin Airport and the Green Wedge areas in the north and east.

Accordingly, the successful applicant will be a dynamic professional with knowledge of the Planning and Environment Act, a strong customer service ethic, qualifications in Town Planning or equivalent, previous experience in a similar role, and strong verbal and written communication skills. Your enthusiasm to grow and develop will be a key to your success, and as the Department moves towards paper independence, you will be a key driver in adopting new technologies and change.

Additionally you will be able to demonstrate an ability to plan, prioritise and organise work both on an individual and team basis, within set timeframes.

Planning Appeals Advocate - City of Kingston

Permanent  Full Time  - ($87,333.95 - $97,838.53 (Band 7)) per annum plus super – please note figures based on previous EBA.

An exciting opportunity exists to join Kingston City Council’s Planning Appeals & Compliance Team as the Planning Appeals Advocate.  As the successful candidate, you will join, the Team Leader of Planning Appeals and Compliance, Council’s Planning Liaison and Enforcement Officers and Council’s Vegetation Management Officers.

Kingston City Council municipality boasts a mix of residential, commercial and industrial uses and developments, together with the challenges of our Green Wedge (non urban land) and urban growth boundary planning, thirteen kilometres of foreshore, open space including award-winning natural wetlands and world class golf courses.

Kingston City Council receives approximately 50 applications for review at the Victorian Civil and Administrative Tribunal (VCAT) every year, requiring appearances at Practice Day Hearings, Compulsory Conferences and Merits Hearings. As the Planning Appeals Advocate you will represent Council’s decisions at the VCAT in matters ranging in type and complexity.

You will also assist the Team Leader in coordinating Council’s involvement in the VCAT process. This will include communicating with the VCAT, record management and administration, being available to assist residents and applicants as well as the preparation and coordination of larger cases. Functions may also include the initiating of enforcement order applications at the VCAT and action through the Magistrates Court. The successful candidate will also be directly involved in briefings to Councillors and Senior Management.

As one of the senior members of the City Development Department, you will mentor Statutory Planning Officers in the preparation of VCAT submissions to the VCAT for matters that they themselves will present at the VCAT.  You will also assist other internal departments, such as City Strategy in the review of planning policy, as required.

The successful candidate will have excellent written and verbal skills. Previous experience as an advocate at the VCAT is required, with Council experience preferred. Specific knowledge of the Planning and Environment Act 1987 and Victorian Civil and Administrative Tribunal Act 1998 is required.

Urban Designer (Mid to Senior) - Taylors

Taylors is a leading development consultancy recognised for providing outstanding solutions to the urban development, infrastructure and built environment markets for over 50 years.  We boast a team of 130 highly-skilled professionals in Town Planning, Urban Design, Surveying, Architecture, Civil Engineering, Project Management, Finance, Business Development, Human Resources, Marketing and Administration. We are seeking a mid-level to Senior Urban Designer to join our team at our Notting Hill office.  In this role, you will take a design from concept to masterplan whilst meeting both client and Council requirements.  You will also be involved in preparing fee proposals and project management responsibilities.   You will undertake: -
  • Urban Design and Drafting of various plans including conceptual and detailed masterplans, development plans, site analysis, design response and masterplan application suite of plans;
  • Prepare AutoCAD drawings from hand-drawn concepts;
  • Lot yield analysis and land budget investigation;
  • Source and compile planning and strategic information;
  • Liaise with Urban Design Manager to manage workflow outputs to meet project and budget requirements;
  • Advise clients of accurate timeframes for completion of project milestones and anticipate submission requirements;
  • Consult with Council and other involved parties to obtain information relevant to submissions and project completion;
  • Provide direction to Graduate Urban Designer as required.
Our ideal candidate will have a tertiary qualification in Urban Design and knowledge of state planning legislation and Council requirements.   You will also have: -
  • Knowledge of development industry trends;
  • Experience producing design solutions in urban and rural contexts;
  • Ability to liaise with a wide variety of people, including government bodies, consultants, developers and residential clients;
  • Proven ability to deliver within time and budgetary controls;
  • High level written and verbal communication skills;
  • Advanced AutoCAD;
  • Current Victorian Driver’s Licence.
